Turo
As a 19-year-old driver, you can only rent a vehicle with a value of no more than $20,000 -- and that's before you add in the cost of any insurance or other fees. In addition, you can't book a car that is in the deluxe or super-deluxe class or a specialty car.
Zipcar
Zipcar can be a good option if you're a student who needs a vehicle to drive you around for school events or daily commute. Zipcar Student allows students to rent cars through the company. They can drive them for a limited time every day or week.
Hertz
While Hertz does not have a minimum age for renters, they do charge a young driver fee for anyone under 25. Hertz has partnered with AAA, and members between the ages of 20 and 24 who meet the standard rental qualifications can get the young driver fee waived.
Budget
The minimum age for renters at Budget is 18 in most of the United States, except New York and Michigan. The company charges a fee to drivers under 25, but offers a youth rate for government workers and military personnel.
Thrifty
Thrifty car rental is another company that offers a discounted rate for young drivers. They will waive the underage fee for people who are members of AAA or USAA, and those who are 18 or older in New York and Michigan.
